This schematic is of the RAM, EProm/Flash interface. As can be seen, there are 2x 32K static ram modules, and an EProm and Flash interface. This basic design is meant to have one or the other - either the EProm or the Flash. Although the circuit board has sockets for both, only one should be enabled at a time otherwise one or both chips could be damaged due to them sharing a common chip select line.
